Founded in 1854, the Tillamook County Justice Court is the judicial branch of the county government. The court hears cases involving violations, small claims, and evictions. The court acts as the municipal court for Tillamook, Bay City and Garibaldi. The Justice of the Peace presides over the Justice Court. The Justice of the Peace is an elected county official, with a six year term. Justice of the Peace Ryan C. Connell was elected by the voters in May 2018. He is a member of the Oregon State Bar, with a Doctor of Jurisprudence from Willamette University College of Law, and a Bachelor of Arts in political science from Saint Martin's University. The court also consists of a number of pro tem judges. (At 4 p.m. on the first Tuesday of each month, the court holds Spanish Traffic Court. Judge Denise Harrington, who speaks Spanish, serves as Justice of the Peace pro tem. The court has additional interpreters available.)
The judge and court staff cannot provide legal advice. The Oregon State Bar and Legal Aid Services of Oregon have some free and reduced fee legal resources. Funding for the Justice Court is not related to fines and fees imposed by the court. All fines and fees are deposited with the County Treasurer. The court budget is determined by the elected County Board of Commissioners after recommendations from the County Budget Committee and the Treasurer.
